Sorry, I don't know what it's called. What we refer to it as internally on the art side is often different from what the game designers end up implementing the items as in the final game.
It was originally designed for NPCs only, but I presume it's available for players now as well.
I don't know where they ended up putting it in the game, but it might be considered town clothing if it's not part of the Light Armors. I know they used it to dress up some NPCs too.

I love Guild wars to Death (favorite MMPORG game) but the girls' armor was always so slutty and inefficient. |D BEAUTIFUL...but slutty and inefficient.
There may be a few armors in GW2 that may disappoint you in that respect. Still, there should be something for everyone so no one will be forcing you to wear something you don't want.
HOW THE HE--!! Okay, granted the "femme" version is a "tad" low-cut in the front; but aside from that, there's literally 0.0 difference between the "masc" and "femme" versions! So I defy you to explain how that outfit IS slutty and/or APPEARS to be slutty in your eyes, DV!
